April 21, 2008, Carlsbad , USA: The President of QLBS.COM Ltd., Keith Phillips, announced today the incorporation of its new US subsidiary, QLBS Americas in Delaware, with headquarters in Carlsbad, CA. QLBS is an international company specializing in organizational and corporate performance improvement software tools and consulting techniques that promote effective implementation of best practices.
QLBS Americas will be headed by an organizational assessment expert, Colleen S. Morton, who has more than 20 years of experience providing policy, institutional and economic reform consulting services in the international arena. Most recently, Ms. Morton was Principal Associate at Nathan Associates Inc., based in Arlington, VA, where she headed the firm’s monitoring and evaluation practice. Prior to this, Ms. Morton was Vice President and Director of Research for the Institute of the Americas in San Diego for 10 years. Prior positions include serving as a Foreign Service Officer in Venezuela, New Zealand and Canada and work as a lobbyist and corporate government relations professional in Washington on international trade and IT standards.
QLBS Americas already has a number of clients in the United States, including MWH (formerly Montgomery, Watson, Harza), the State of California’s Local Economic Development Agency, the City of San José, Social Compact (a DC-based NGO focusing on inner city economic development) and San Diego’s entrepreneurial and commercialization organization Connect.
In making the announcement, Mr. Phillips said: “The US is experiencing a performance crisis, making it the next logical market for our company’s expansion after our success in Asia and Europe. We look forward to rapid growth in several key verticals beyond the economic development space, including health, education, infrastructure, environment and security.”
